The Windows "Upgrade Appraiser" has its own cache of information describing why an upgrade is allowed or denied. You might be able to clear out its cache and proceed with the upgrade by following the instructions in this thread: Fix for Windows 10 Upgrade - VMware SVGA 3D issues
(I haven't tried those instructions myself and can't personally vouch for their effectiveness, but we've had a good number of users report success with that method. Maybe take a snapshot of your VM and give it a try!)
