It might be some firewall on the path, not in the components specifically. This is the only think I can think of with such a bug delay.

Try to connect from Converter server machine to a VM in the destination virtual network on port 443 to validate that everything is fine.
You may also try with Converter 6.4. Never mind it's ESX 6.7, it should work.
Another thing is to attach the logs.
