updating 6.5 to latest via CLI error

I am trying to update a remote EXSI host to the latest version of 6.5. I tried to update it to 6.7 but it failed as it seems the CPU of this server is not compatible with 6.7.
CPU is
`cpuModel = "Intel(R) Xeon(R) CPU L3426 @ 1.87GHz",`

When i try to update it to the latest ESXI verision i get the error below and i cant figure out why. I get the same error when trying to to update to other patches too such as 201912002

 VIB VMware_locker_tools-light_10.2.0.7253323-8169922 requires esx-version >= 6.6.0, but the requirement cannot be satisfied within the ImageProfile.
