short answer - no. enhanced linked mode is configured at the time of PSC deployment and can not be reconfigured during the upgrade procedure, however you can deploy a new psc at each site, join these in a single SSO domain and repoint the vCenter to these PSC's. This can be done before or after the upgrade. Steps to be performed are documented here Consolidate SSO Domain before vSphere 6.5 upgrade | CloudVM​ however actual procedure might be different based on the version.

Try logging in with the domain name specified i.e. administrator@vsphere.local or any other domain that you have configured.
