I think there is a confusion here, you can set a reservation of how much CPU do you want to reserve to a VM (when it boots and there are no enough resources to power on all VMs within a cluster or APP pool, it will reserve that CPU capacity for the VM no matter if other VMs are trying to boot up). In the VM you will see the speed of the hosts' physical core. So, probably your host is a CPU with X sockets and Y cores running at 2.20 GHz and this is what you see inside the Guest OS. They don't look for the hardware but they do look for the Guest OS that they will install their software, this mainly involves CPU, RAM and Guest OS. Also depends on which kind of "software", if it's something that interacts with HW directly (like some Orchestrators), maybe you will have to look in more detail the vendor's HW.

I would suggest you to re-build the VCSA but if you don't have any backup of the vCenter settings, you must redo all the network, storage, vCenter/License settings again. If this is only a cluster with three hosts, it shouldn't take you too much to re-build the entire cluster and redo all settings. Another thing you can do to speed up the process is, restore the old VCSA in a isolate network, backup settings as vDS for example.

The VCA doesn't matter when you are going to the VCP so, as said before and the webpage I provided it's quite clear. 1. Attend an official course. 2. Pass the Foundations Exam (2V0-602). 3. Pass the VCP6.5 -DCV (2V0-622). I hope this is more clear.
