Technically, no you should say it is expired - if anyone checked your certifications it would not show as current/active - I wouldn't take the chance.

Yes, "recommended" is different from "required" (which is what the path states if you say your VCP has expired)
I've not taken their course, but before you buy it consider that you'll also need to take authorised training to meet the requirements for any VCP.

Cheapest for the time being, when you're paying for your own training, is probably a VMware IT Academy (VITA) - although they can only offer VCP-qualifying training til the end of July. I don't know of any UK-based VITA that offers the training online, nor any overseas VITAs that offer online training at UK-friendly times. If you're flexible on timings, look at Stanly​ in the US. If you can do weekends in London I know some people who have trained with 360 GSP. If the above VITA options aren't going to work, you should look at VMware Authorised Training Center (VATC) companies as Global Knowledge and QA. Or, VMware's direct "live online" or "on demand" training. You can take a higher-level class to meet the VCP training requirement, as mentioned on the VCP6.5-DCV page.

I believe you're fine with your plan to achieve VCP6-DCV. You are a current VCP (VCP6-NV is the latest for NV, and yours has not expired), so you can achieve a VCP in any other track by passing only the VCP exam for that track (as opposed to a delta exam or having to also passing the foundations exam). The recertification policy states that current VCPs can recertify by earning a new VCP in a different track. If you want to be absolutely certain, email certification@vmware.com

So, there is a VCP for NV, and a VCP for DCV: VMware Certified Professional 6.5 - Data Center Virtualization VCP6-NV Certification Which VCP should you choose to do? That would depend on which technology you know most about, which one you're most interested in, which one you think is more useful in the job market...
You're good to go with 621D - passing it before your VCP5-DCV expires will give you VCP6-DCV and recertify your VCP5-DCV.
