If all the application in you Windows VM have the small font problem, could you try the follow steps? Open Settings -> Display, make sure both the "Use full resolution for Retina display" and "Automatically adjust user interfaces size in the virtual machine" check boxes are checked. If not, check them, then restart the VM. If they are all set up, try to uninstall the VMtools then reinstall it. If only the specific 3rd-party applications have this problem, and others work well, probably because these apps use customized controls. You can try to uncheck the "Use full resolution for Retina display" checkbox. VM will lost some clarity, but the small font could be solved.

In Fusion 10.x, it supports HiDPI in macOS guest. After VMtools installed, the "Use Full resolution for Retina display" will be enabled in Settings -> Display. It makes the UI in the macOS guest as clear as that in the host. When resizing window, it will change the resolution of the guest with full pixels first. That is why you see the smaller UI elements flash across. After that, it applies the HiDPI support in guest, the UI goes to the normal size. You can uncheck the "Use full resolution for Retina display" to confirm it.

Um... As I know, there are 2 ways, but I'm afraid that any of them will bring a little bit side effect. FYI. Option 1: Open Settings window of the VM(Cmd+E) -> select "Display" -> Select "Unity Only" in the drop down list of "Scaled high resolution". Side effect: you will get the resolution you want, but the UI elements will become big (200%) on the external display. If you want to have a 100% scale on the external display, the "Automatically adjust the user interface size in the virtual machine" checkbox should be unchecked, it will requests a re-login. After that, it works on the external display but shows a 1/4 UI element size on the Retina display. Option 2: Open Settings window of the VM(Cmd+E) -> select "Display" -> Uncheck "Use full resolution for Retina display". A re-login is required. Side effect: you will get the right resolution on both Retina display and external display, but the UI elements on Retina display won't be sharp. If you usually use the VM on the external display, I think it would be better for you.

But if you just want to show Functions keys for specific guest applications, it is feasible. Just add them to the Function keys list as well. Steps: 1. Right click VM bundle(the .vmwarevm file), select "Show Package Contents", open Applications folder there, guest applications will be listed here. 2. In System Preferences -> Keyboard -> Shortcuts -> Function Keys, click "+" button, drag the guest application from Applications folder to the Open panel. Then click "Add" button.

If your purpose is disabling Touch Bar support in Fusion only, there is a workaround: 1. Open System Preferences -> Keyboard -> Shortcuts on your host macOS. 2. In the left sidebar, select "Function Keys" option on the list. 3. Click "+", go to /Applications directory, select VMware Fusion.app, click "Add" button. After that, while you focus on Fusion UI, the Touch Bar will show F1-F12 instead of the App Region and Control Strip. It won't affect other applications.
