For Origins I googled the error and found the direct download links for Dx9 and nvidia physX, but that didn't fix the steam install.  The EA install did install correctly, but it's unstable - visual artifacts, and have to downgrade both resolution and texture settings to keep it running, and even then it stutters. I've tried inquisition on the competition, but the performance is so poor as to be unplayable, so haven't tried installing it. I've also seen pretty significant screen repaint issues in non-games.  Sometimes the whole screen will flicker black and then repaint, other times it's just part of a widget that visually goes blank before repainting (that's new to the TP - 13 didn't do it).  I'm on a 5K monitor in HDPI mode, windowed less than 4K on the screen.  It seems to be worse when the fusion library is open (but I can't confirm that 100%).  Also seeing a visual lag/repaint if I click and drag one explorer window that's behind another one. I may try to build a VM from scratch instead of upgrading one originally created with the first TP...maybe there's cruft.  Has anyone else seen these kinds of repaint issues?
The days of MacOS virtualization outside of what Apple directly supports are coming to an end.  Folks should look for alternatives.
+1 on getting this fixed.  It's a big red flag that Fusion is doing something that's been depreciated by Apple.

The Tech Preview is still causing the "Background Items Added" message to be displayed btw macOS Ventura and later at each start of Fusion. You're still adding and deleting items to the /Library/LaunchDaemons folder so this message continues to pollute the screen. I hope this gets fixed by the time GA occurs. It's the little things that contribute to the quality of a product, and this one is annoyingly detrimental to the perception of Fusion as a quality product.

Well, minus graphical acceleration, which I responded below on. Agreed. The live-cds just don't work at all for arm64 at this point in time. That's not anything to do with Fusion. It's painfully obvious that Canonical just doesn't put the effort into Ubuntu for arm64 that they do for x64. arm64 seems to be an afterthought as they seem to be making changes that break things on arm64 builds. Other distros are much more arm64 friendly (Fedora, OpenSUSE Tumbleweed). The Fusion 13 Companion Guide has a complete procedure for "converting" Ubuntu Server to Ubuntu Desktop. There are a few more steps than just installing the ubuntu-desktop package if you really want it to behave like Desktop. You'll need to install components for the snap store and convert the VM from using systemd-networkd to Network Manager in order for things to work as you'd expect.

It might be possible. I've run a Ventura VM on a Mac mini 2014 which does not have support for Ventura. I would be cautious about any statement VMware is making about supporting macOS Sonoma. Unless @Mikero (Fusion Product Manager) has pulled off a major miracle, VMware no longer updates VMware Tools for newer versions of macOS.  In particular, Apple's been making more and more of their applications dependent on Metal 3D graphics support, and the VMware Tools for macOS do not provide adequate support for that . That means that while the core OS may work, some applications may not render correctly, or if at all. There have been reports, for example, that the latest version of Safari may not display correctly in a VM.

That "Windows 11" VM is a newly created VM using Tech Preview version, so there is no need to upgrade that VM.
I can see from logs you have another VM "Windows 11.vmwarevm" which is having XTS. Did you face any issue while upgrading that VM also? Or was it smooth and without any error?

Apologies for confusion, I meant disk space instead of memory space. By any chance do you have disk space crunch on the host system?   If possible can you please retry after freeing up the disk space at least size of GOS vm which you are trying to reencrypt  and let us know how it goes.  
I am using a 64G RAM Mac, and there are indeed enough memory on host. Logs are attached.

By any chance do you have memory space crunch on the host system?  If possible can you please retry after freeing up the memory space at least minimum size of GOS vm which you are trying to reencrypt  and let us know how it goes.   Please share logs from directory ~/Library/Logs/VMware\ Fusion logs will be having name prefix "vmware-vmfusion" and if possible please collect support bundle from VMware fusion UI and upload it here.  UI Option to collect support bundle will be  Help -> Collect Support Information -> Quick  Regards, Gaurav
