Did you ever found out the cause? Was ist behavior monitor or any exclusions that did the trick? We are also facing this issue and that from time to time users are unable to logon because of the dwminit error. We are using TrendMirco Apex One and this is our first Server 2022 with RDS role installed . Since I read your post I reinstalled TM and also changed graphic ettings from "detect automatically" to "user defined setting" and changed the value for video memory from 4 to 16MB.
