Why kind of adapter is the target VM, using the LSI logic or SAS may be a better fit. I've had this issue with migrating older RHEL servers and it came down to the storage adapter on the VM side

You should be able to upgrade the VM by attaching the ISO to the CD rom, change the VM OS type to "windows 7 32/64 bit" then boot from CD and perform your upgrade.

If you edit the settings of the VM you can attach an ISO like ultimate boot CD, or a repair disk to fix a crashing VM. Additionally you could boot a recovery disk and parse the filesystem of the guest and copy it to a network share.
Right click on the template and select "Deploy from template". From there a wizard will ask you where you want to deploy it to and what name you want to name it.

Open up a run box and type the following C:\<path to vcenter install files> /VSKIP_OS_CHECKS="1", that will allow you to install on a domain controller, however this is not recommended or idea. The best solution would be to stand up another 2012VM on an ESXi host, add it to the domain with DNS and a static IP, and then install vcenter. Then on the host tabs configure the vCenter VM to start with the host under Host>Configurations>Virtual Machine Startup/Shutdown.
Ensure that storage DRS is not interfering with anything, ensure proper space and I/O is available for the connection, and ensure no static mapping (such as an RDM) is present.

I don't know, I really don't mind the webclient that much unless I am using internet explorer or I have underprovisioned the ram for my vCenter server. Even through a vmware view session with 3D acceleration enabled it works fairly well. The web client hasn't matured very well but did a considerable jump in 5.5; you can also force the HTML5 on the VCSA version if you want to ditch flash.

What is the latency of the datastores? Keep in mind DRS is looking at both Latency and space utilization. Increasing the latency threshold to 20ms may help counterbalance this, as from the picture you've posted it appears the threshold is at 15 ms and some VM's seem to be exceeding that.
