Firstly, while it's possible to install VCM on Windows Server 2012, it is not supported.  From the "Common Prerequisites for All VCM Servers" section of the Installation Guide (https://www.vmware.com/pdf/vcenter-configuration-manager-57-installation-guide.pdf), Windows Server 2008 R2 must be installed on the two servers.  SQL Server 2012 can be used on the DB server.  You're configuration is a two-tier installation.  To install VCM, it would require a domain user (an account that will be different from the one used for the VCM services) that is a member of the Local administrators group on both servers and has sysadmin privileges on the SQL DB.

When you imported the toolkit the first time, you should have seen a log of what was imported and it should have listed several items.  If you only see one line, then I suspect the install did not proceed correctly.  To re-import the toolkit, open regedit on the collector and browse to HKLM\SOFTWARE\Wow6432Node\Configuresoft\ContentUpdateService.  Locate the string value key for the toolkit you need to re-import and delete it.  Launch the Content Wizard (make sure you're running it with an account that has SA rights into the VCM DB) and you should now see the toolkit for importing.  As a sanity check, restart your VCM web session.

On a machine that does have internet access, browse to the Index of /CPC/VCM/5_7 and download the XML files for the templates you require (You'll also need the Updates.XML file).  Copy the XML files to the C:\ProgramData\CM\Content directory on the collector, run the Content Wizard Tool and select "Get Updates from Local File System".

Your scheduled assessments are added to the history of the assessment template.  Open the Patching slider and select "Windows".  Select "Assessment Templates" to get the list of templates.  Highlight the assessment template that was scheduled then click "History".  You should then the times the scheduled assessment ran in the "Specific Dates" section.

Starting in vCM 5.7, you can use the "Default maximum number of concurrent agent activities per host" setting in Administration > Settings > General Settings > Collector in conjunction with vCenter collections.  The agent collection process is not typically very cpu intensive, but there are some collections (like Event Viewer) that can cause spikes.  Since this setting is a new feature with 5.7, there is no established baseline for the value.  If you have load balancing in vCenter, there may be some better consistency the effect of this setting.  I would think that the value could start at 25% of the number of guests, but please experiment to find the optimum value.  Keep in mind that too low of a value can adversely affect how long collections will run.
