If the converter does not work for you, an alternative is to create and attach 3rd new VMDK for the guest VM on a free datastore and ensure it does not overcommit the datastore but sufficient to hold the existing data on the 2TB VMDK. Within the guest windows OS use securecopy (licensed) or robocopy to copy data with their ACL to the new drive to free the old.
