Best way is really present the old storage to the new cluster, migrate the virtual machine to the new cluster (maybe you will need to shutdown the VM if CPU differs between clusters) and then storage vMotion the VM on the new cluster from the SAN datastore to vSAN. About the reason why the new server cannot see the iSCSI, can the host see the volumes (but not the datastore), or the host cannot see even the volumes? Which storage array you`re using? And which version of VMFS you`re running in your old cluster?

Actually it only replicate back the changed blocks at DR site, but a task with Full Synchronization appear due the fact it is making the checksum of the disks, see: How Site Recovery Manager Reprotects Virtual Machines with vSphere Replication When performing reprotection with vSphere Replication, Site Recovery Manager uses the original VMDK files as initial copies during synchronization. The full synchronization that appears in the recovery steps mostly performs checksums, and only a small amount of data is transferred through the network.

Eu particularmente não pouparia esforço para tentar a aquisição de um switch 10Gb, pois seria horrível voce botar esse novo projeto no ar, com expectativa de tudo funcionar perfeito, e depois descobrir que as placas 1Gb tá gerando um gargalo. The port group name are the same on both sites? Are you using just vSphere Replication to perform the failover or are you using Site Recovery Manager? Switches at Main and DR site are both same type (standard or distributed)?
As I say, try upgrade the vmware-esx-storcli. The Storcli tool is a management tool for your RAID card and since you're running vSAN, have the latest/supported firmware and drivers are critical.
