As the cost of all Professional exams (for VCP certifications) is the same I would be very surprised if it was only for the DCV version, even with the DCV 2022 image.

I’ve already done that for the spam comment above so it should disappear.

For your first question, you currently have the choice to take your training on vSphere 7 or vSphere 8, and to pass an exam on vSphere 7 or vSphere 8, my suggestion is to do whichever you will find best for you based on what version you already work with or will be working with. If you want to be able to tell people you are trained and certified on the latest vSphere version, do your training and exam on vSphere 8, your certification will still only state VCP-DCV 2023 but you can prove that you met the requirements with vSphere 8 training and by passing a vSphere 8 exam if needed.

Since 2019 VMware switched the naming of the certification to be the year in which completed the requirements for it. So, right now you could complete vSphere training on v7 or v8 and pass the exam for either v7 or v8 and you would be a VCP-DCV 2023 because it is 2023.

If you don't report anything to the exam proctor at the time, there's nothing that can be done - the FAQ response which was added early in this post is the correct answer. The lab environments aren't kept forever, they are removed and redeployed for future exam takers. The proctor won't be able to help fix a problem within your environment, but it can be marked/tagged/reported back to VMware for investigation.

If you submit proof of your active CCNA and pass the NSX exam to complete the “Cisco Certification” path on this page: https://www.vmware.com/learning/certification/vcp-nv-nsxt.html That will give you the VCP-NV 2023, and as you’ve already passed the vSphere exam it would also give you VCP-DCV 2023. It is an interesting option to choose if it was only the DCV that you wanted, since you’ll need to study for your CCNA, and also have to learn NSX well enough to pass the exam for it, It might take you longer than if you just completed authorised vSphere training.

VCP certifications have always required completion of authorised training, not just passing an exam. The exam you passed is for VCP-DCV 2023, the authorised training options are listed under the paths on this page: https://www.vmware.com/learning/certification/vcp-dcv.html The most common approach is to complete the authorised training either directly with VMware or through a VMware Authorised Training Center partner (commercial training companies such as Global Knowledge) You could instead complete the authorised training with a VMware IT Academy, these are academic institutions who offer VMware training to their students. You would need to be paying for the training yourself, and you complete the training over many weeks (eg. a semester) rather than just a few days. EDIT: You would also need to take the PSE version of the exam you’ve already passed if you take this route - this is an administrative requirement for VMware IT Academy students. If you have an active Cisco certification such as CCNA, you have the option of completing the VCP-NV 2023 certification without having to complete authorised training, you would have to pass the 2V0-41.23 exam, you would also be awarded the VCP-DCV 2023 if you achieved VCP-NV 2023 via this approach - full details on this page: https://www.vmware.com/learning/certification/vcp-nv-nsxt.html  
"Required" means exactly that - both step 2 and step 3 are mandatory.
