Welcome Craig. App Volumes agent must be installed on all the deployment VMs where you want to use AppStack or Writable volumes. If you are using VMware Horizon you can install the agent on the master image before creating pools. When it comes to AppStack assignment, it can be assigned to users, groups, computers (domain) and OUs. By default, non domain entities are not allowed but it is possible to allow if required. Hope this helps.

Strange, never heard of 10+ minutes delay for writable attachment. Could you quickly check the svservice.log please. Suggest to upgrade App Volumes to the latest version (2.13.3) as there have been lot of improvements in login time since 2.13
Suggest to file a ticket with VMware support.
Quick question: Do you also use writable volumes? What is the deployment OS?

I could not find any reference or workaround for IIS issue with other customers. Please raise a support request with VMware to look into the issue in detail.
