It is solved. You've click to Datacenter -> Security at this Point you've the exact problem vcenter is expecting. in that case, Secure Boot - Disabled was the problem.   
I can tell you what worked for me, what i did was this rebooted the system with no network connectivity.

My experience with vCenter upgrades has told me the process struggles big time with resolving DNS - even if you have DNS set up in a pristine state. What works for me is if the upgrade requires a DNS name, give it one. If it asks for a DNS name OR an IP, always give the IP.

It is known issue.   Edit settings window fails to load on Virtual Machines with virtual hardware version 9 or older on vCenter Server 8.0U2 (94979) (vmware.com)
Hi Gvaladez53, No. With vCenter 7.x you cannot use a Windows OS as a SFTP target. It's not working.

So file based backup recovery was done.  the Appliance recovery failed at 97% during the stage 2 of recovery process, though we were able to troubleshoot appliance and vCenter appliance is operational except the applmgmt interface. applmgmt still thinks the appliance is not configured so the URL keeps redirecting to /configurev2/. KB article 88614 didn't help. Any ideas on where the appliance gets its status configured or not? flat file or ldap or database.... VMware Support is looking at the vc-support files...its been a week.

Hello everyone, I have a problem with the display. When I access the vm from the web console on vcenter, the display starts flickering and changes resolution until it has a very small resolution.
