I opened a support ticket in order to report the problem ... I don't know why I bother, sometimes.  About a week into the discussion, they are still trying to convince me that all is fine and this is the way it is supposed to be.  I'm just trying to help them out with their own product....<sigh>. A very easy workaround, at least, that doesn't involve editing the vmx, is to just create a VM for a different version of Windows (e.g. Windows XP).  It will honor your choice of workstation compatibility in this case, and then after the VM is created you can edit the VM and change the windows version to Windows 98 if you're so inclined.
I had the same problem, and killed it via task manager.  Thankfully I didn't have any VMs open.  It's nice to know I wasn't the only one with this problem, at least.
I think I've found a working set of drivers, from this post here: https://www.vogons.org/viewtopic.php?p=831790#p831790 I've installed the ES1371 WDM drivers and so far, so good.

I have been able to successfully get Windows 95, 98 SE, and ME VM's working in Workstation 17 from my native host which is Windows 11 on a Ryzen 5800X.  I'm specifically having problems with the audio drivers for Windows 98 FE, however, and wondering if anyone has any suggestions. I can install Windows 98 with the help of this handy patcher, but when installing the audio drivers that I expect should work, the SB PCI128 drivers from Creative, I get a blue screen error with problem in VXD ctpci(05).  I'm wondering if this is some sort of PCI problem that VMX configuration might somehow resolve? Alternatively, if I run the 98 VM in a nested VM (which seems to help alleviate modern CPU problems with Win 9x VM's) I can get sound working if I instead install the Ensoniq AudioPCI drivers.  However, the same VM when run natively (i.e. not nested) on Workstation 17 hangs almost immediately after it starts booting (before the Windows splash screen ever appears). Does anyone have any suggestions to get Windows 98 sound working?

I have had some good success installing Win 9x OS's (including Windows 98 SE) by doing the initial install inside a nested VM (Workstation 8 running on a Windows 7 VM).  After everything is installed I then drag out the VM folder to my native system, edit the VMX to disable VMCI and EHCI devices, and finally run the patcher that others in this thread have suggested (you can just run it from bootable floppy image in your VM).

Workstation 17.0 does not honor the hardware compatibility setting that I specify when I create a new VM for a Win9x guest.  I want the compatibility to be "Workstation 5.x", but when I create a new custom VM and specify that, my specification is ignored and the VM is created with "Workstation 17.x" compatibility.  Worse, after the VM is created (prior to any installation), the compatibility cannot be changed.  Trying the change the compatibility to the setting I want yields the attached error, with non-working HTTP link. Is there any way to create a VM with appropriate compatibility setting for Win9x or do I need to downgrade?

The latest thing I've tried is installing Workstation 10 in a Windows 7 guest, then running a nested XP guest inside that.  I haven't had much time to test this out very much but so far it looks promising.  Interestingly, after running the nested XP guest, my normal (non-nested) XP VM seemed to sound fine.  This will definitely need some more testing.
I have the same problem on Win XP (and eariler versions of Windows).  I downgraded to Workstation 6.1.2 to get sound working again.
Great idea, but sadly finding those checksums seems to be as elusive as finding the old downloads!

I have an old Virtual PC VM I want to convert.  It seems what I actually need is an old version of vCenter Converter Standalone, but these are also all removed as far as I can tell :-(.
Does anyone have a current link to download version 12.5.9 of the player?  I've come across some posts > 1 year old but the link in them no longer works.
