So you're running Windows 11 ARM Insider Canary build on an Apple Silicon Mac.

If it worked before July, and you installed Windows updates when running on Fusion 13 and it had issues there, it more likely it's :

  • An issue with the Canary builds, 
  • An issue with one of the VMware drivers
  • or both (interaction of something Microsoft changed that impacts a VMware driver) 

rather than an issue with Sonoma. 

Question: where did you get the installation media for the Canary build? Did you get it from uupdump.net, and if so, on what platform did you build it? Hopefully you built the media on Windows and not macOS as 

You have way too many moving parts here, and it's not clear that while you upgraded Fusion, you did not say whether you built new VMs, attempted to run the old one, or have performed upgrade installations of Windows in a VM along the way.

I'd simplify things here to reproduce.

First, I'd build a new VM with a released Windows 11 ARM build and see if you can reproduce. Obtain a Windows 11 ARM 22H2 ISO with CrystalFetch (free from the Mac App Store) from Microsoft's ESD distribution, and use that for a brand new VM installation. Then install the VMware Tools present in the Tech Preview per either VMware's Tech Preview Testing Guide or the Unofficial 2023 Tech Preview Companion Guide (found in this forum).  

If you can't reproduce with that, then build a brand new VM with a Canary channel build from uupdump.net (but build it on a Windows system, not macOS). Once installed, then install VMware Tools from the Tech Preview.

The issue with trying to get VMware to look at a canary build is that they'll be much more interested in things that are impacting software that Microsoft actually distributes to its users and that the vast majority of users will see when they finally move to the next released Fusion version. 

There are some issues that VMware knows about with their drivers in the Tech Preview. Those won't likely be fixed until the official release.

May I ask why you're running a canary build? That's bleeding edge.
