It may not be your fault. You may have gotten the wrong software if you started out with the Tech Preview Testing Guide. The download link in that document is not correct. It leads to a web page that while it claims to be for the 2023 Tech Preview, is actually displaying content (including download links) for the old obsolete TP.

The links I posted in my prior reply (and contained in v3 of the Unofficial 2023 Tech Preview Companion Guide) will get you the right software.
