I am seeing a similar issue. 

vmware fusion tech preview version 2048664
following instructions from Fusion.2023.Tech.Preview.Companion.v3.pdf
on page 40, on step 4
.\setup.exe is not found and does not run (screen snap below)

 Have used your previous guides without any issues and have found them very informative. Your contributions to the community are very much appreciated.
