Since you confirmed that you have Fusion 13 installed, that’s your problem. You installed the wrong software and the documentation you were referencing doesn’t match
But all is not lost. This is fairly easily fixed. Shut down your VMs and exit Fusion. Then delete your installed VMware Fusion by dragging it from the Applications folder to the trash.
This will not impact the VM that you’ve created.
Then download the Tech Preview from the download link found on the Tech Preview page https://communities.vmware.com/t5/Fusion-2023-Tech-Preview/ct-p/fusion2023
Open the DMG file and run the installer. Your existing VM should still be visible in the Virtual Machine Library once you open VMware Fusion Tech Preview.
Before proceeding, make a copy of your existing VM to another disk using the Finder. And then configure Time Machine to ignore the virtual machine for backup should you be using Time Machine.
When opening the VM you may be prompted to upgrade both encryption and the virtual machine hardware Accept both Now use the procedures in the documentation you have downloaded to install or upgrade VMware Tools
