There are two unofficial guides, one for the officially released Fusion 13 and one for the public beta 2023 Tech Preview. Both guides are up to date, but you have to choose the guide that matches the Fusion bersion you are using.

You appear to be trying to use the document for the 2023 Tech Preview on Fusion 13. That won’t work because the process to install the tools is not the same for the 2 versions.

If coming from Parallels, I strongly recommend that you use the 2932 Tech Preview. Not only will the documentation match, but the Tech Preview has tools that support copy/paste/drag//drop, better screen resizing capabilities, 3d acceleration l, and soft power operations (including suspend). The tools that ship with Fusion 13 only have a basic 2d virtual graphics adapter and a network driver but none of those other features.
