Did you disable Windows time sync from within the VM when you have Synchronize Time enabled in the VM's settings?

Settings > Time & Language > Date & Time > Set Time Automatically

If you have the host being synced with a reliable time source (Apple's) , and Windows in the VM is set to its default of Set Time Automatically to sync to a reliable Microsoft source, what's the need to keep the host and the guest synced with one another?
