vCloud Director - Console Access User unable to see Virtual Machines in an Organization VDC.

Have created a user in an organization VDC, and granted it Console Access, to allow the user to interact with the VMs in that particular VDC. 

The user can logon to the Tenant portal, but can see no vApps or Virtual Machines, so cannot connect to the console of any VM. 

The only role that seems to allow the user account to see vApps or machines is the Organization Administrator role which is way too permissive for the user.

Is there a setting or a permissions set that I am missing?

You will need to go to vApp section and share it out to the console user.  You should just be able to give read only share permissions and that should allow them to console in.
