If you don't currently have a VCP, then yes you must attend authorised training to meet that requirement.

If you have not met that requirement, you do not hold any certification, you cannot claim to be a VCP.

I've PCNSE Certificate, this certificate is valid for VCP-DVC 2023.

That certification doesn't get any sort of recognition as far as any of the VCPs goes.

If you are already VCP-DCV 2022 or other related VCP certified, the joining training is not mandatory  (optional), If not you need to join a On-demand or Live training of VMware vSphere: Install, Configure, Manage [V7] or [V8].

What about a VCP-6 certification?

VCP-6 Certification is now too old to be used towards recertification.

Look at the link that I posted in my first reply, and that Tim has also posted, holders of VCP6-DCV now have to take the same path as someone with no previous VMware certifications.
