Installing STAF on an ESXi 7.0u3 host does not work

I installed STAF on the host according to the authentication guide with Storage Certification Vsphere 7.0u3, but at the confirmation stage

Error registering with STAF, RC: 21

Is output and command execution fails.

Also, the installation folder after installation
/ usr / local / staf
There is only a "codepage" folder and a bin file inside, and no other executable files are saved.
