Hi,
From a VM you can connect to hosts running IPMI/ILO/iDRAC etc..
Your VM itself does not provide IPMI/ILO/iDRAC.
Where IPMI is a server standard that is fairly common among server vendors, it is provided by a base band processor that handles things like power on. ILO/iDRAC are vendor specific versions that extend that functionality.
Virtual Machines do not have base band processors. I suppose that -in theory- one could provide this, it makes little sense to do so for VMware.
VMware has their own REST API that you can use to control a VM.
