I just upgraded from 16.1.2 to 16.2.0. I went to create a new VM. When I got to the final page of the wizard, I tried clicking the Customize Hardware button.

Instead of the window that normally displays, I was presented with a small window labeled "Hardware" and it was empty (see below).

I tried creating several different VMs and had the same experience each time. I've been using VMware Workstation Pro on this same computer for at least 2 years now and have never encountered this before.

If I edit the properties of the VM after saving it, I am able to make configuration changes. It seems to be isolated to using "Customize Hardware" in the New VM wizard.
