Yes, the PCoIP black screen you describe can happen for a number of reasons, but one is that something along the way is blocking the PCoIP protocol on ports UDP 4172 and/or TCP 4172. Another reason is if the admin hasn't set up the PCoIP External URL correctly etc. These things won't be under your control so the admin should be able to help you.
Also, if RDP is re-enabled by the admin you'll be able to connect that way.
