Try installing the tools manually:

From Within the VM,

• download the latest VMware Tools 12.3.5 from VMware https://customerconnect.vmware.com/downloads/details?downloadGroup=VMTOOLS1235&productId=1259&rPId=1.... Make sure you choose the "VMware Tools for Windows Arm, in-guest installer"
• Unzip the file
• execute the installer.
