VMware Fusion 13.5 installed on Mac mini m1 16gb / 512 ssd.
After upgrade Fusion to 13.5 guest Win11 arm screen resolution is limited to 1024 x 768.
VMware tools can't be reinstalled because menu item is disables.
Any suggest?

How did you create the VM originally?
Try installing the tools manually:
