Resize Virtual Machine to Fit Grayed Out / Cut, Copy Paste Not working

VMWare Fusion 13.0.2 (21581413)
Windows 11 64-bit ARM
Good morning. I have two separate issues after installing VMWare Fusion. The first being when I'm not connected to my two external monitors my VM does not want to auto resize correctly. The option is grayed out. I've installed and reinstalled VMWare Tools.
My second issue is cut, copy and paste is not working between my Mac and my Windows VM.
Both of these features worked on my previous Mac but that was also an Intel based MacBook Pro that was running Windows 11 64 bit.

@scott28tt is correct. The VMware Tools that are provided by Fusion 13 for Windows 11 ARM only includes device drivers for vmxnet3 networking and the VMware SVGA 2D adapter. This is a partial implementation of what you find on Windows on Intel. The foillowing are not available with Fusion 13:
- No 3d Acceleration for Windows
- No copy/paste/drag/drop
- No soft power operations
- No Fusion shared folders
- No auto resize of screen resolution when you change the window size.
- No time sync of VM with host
All but shared folders are implemented in the Fusion 2023 Tech Preview, and VMware has indicated that they all will appear in an upcoming Fusion version that we expect VMware to release sometime this fall.

I would strongly recommend switching to the tech preview at this point - it's quite stable and much more user friendly.
However, there are issues upgrading VM's from Fusion 13. Recommend using the instructions in the unofficial guide (not the official ones) to create a new VM from scratch using the tech preview.
