I've heard of this kind of thing happening when you try to drag and drop a Windows 11 x64 ISO on the "create a new virtual machine" dialog on Fusion on M1/M2 Macs.

The VM will look like it's created properly, but the VM OS type will be set to Windows 11 x64. That OS type will be recognized by Fusion 13 on Apple Silicon as an x86 VM and will generate that message if you try to power it on.
