Update Manager is  missing from vCenter7.0 after upgrading from 6.7. i also reboot vCenter  and also follow VMware Knowledge Base .

Resetting VMware Update Manager Database on a vCenter Server Appliance 6.5/6.7/7.0 (2147284)

but it did not fixed the issue.
