I've been seeing this issue recently, and have this line in my log which appears to be relevant to me: -

On a working session, the line looks like this: -

[2021-07-06 15:07:30.293 UTC] [svservice:P1552:T2332] HandleNGVC: NGVC is running in a forked VM
[2021-07-06 15:07:30.293 UTC] [svservice:P1552:T2332] HandleNGVC: This is not DaaS environment, no need to check Manager endpoints from NGVC 2

Anyone know what NGVC is, and what error 2 might be?
