are you using it with vCenter? You need that for installation.

Read the vcops deployment and configuration guide.

Also there are usefull videos on youtube how to install it.

If you are in a HA cluster with out DRS you can't use VAPP. Have a look  to the following KB: http://kb.vmware.com/kb/2013695

I have download it from the 'VMware vCenter Operations' from https://my.vmware.com/group/vmware/myval?_VM_action-def.....

The file is 'VMware-vcops-5.0.0.0--vapp.ova' or you mean I need to install the 'VMware vCenter Server 5.0 and modules' beforehand which I saw it is under the 'VMWare vCenter Chargeback Manager' ....

So far i know, you can not use vcop without a vcenter server.

So, you need to install a vcenter server first.
