How to restart reactivate a Decommissioned VM temporarily

I am new to VMware environments.
We had 2 VM Exchange Servers that were turned off without uninstalling properly. For some reason it is still being seen by other systems. And now these 2 VMs are in Decommissioned folder for over 30 days. We want to turn them them on and properly uninstall them. So, other systems do not see them anymore.

Is this a vSphere/ESXi environment?
