For monitoring network links, you can't monitor the switches via SNMP, but you can leverage the MP for network devices. If that doesn't work (physical switches are experimental still I believe), you can use the EPO monitoring capability to at least monitor points across the WAN to indicate if they're down. E.x, use a managed agent on on side of the WAN to monitor a network switch of the opposite side of the WAN.. if the connection drops or response time spikes, you see an indication of an issue on the WAN. Not perfect, but it does work in a pinch.
