Your Placeholder datastore does not need to be the same datastore where your replica VMs are stored. It's just somewhere to store placeholder VMs, which are small files.

Do you have another datastore in the target site that you could use for that purpose? If so, just select that as your Placeholder datastore and see if you can create the Protection Group.
