iOS manage already installed apps

On supervised iOS devices, I have a scenario where I want to make an app that users may have installed themselves managed so I can apply a network usage rule policy to the app.  I don't want the app to install if the client does not have it.  Haven't been able to come up with a straightforward way to make this happen.  Ideas?

Hi Ryan, You can run a report to get list of users having this app. Then smart group only these users and push the app to them selecting make managed if user installed. Possibly not a straightforward way but shared it nevertheless in case it helps u.

Yeah, I've been considering that as a workaround if there's no way to make this happen automatically.  thanks!
