iMessage - signed out and option in settings greyed out

We have a restrictions profile in our 1909 instance which allows iMessage but does not allow iCloud/account sign-in. However when an iOS device updated (e.g. from 13.4 to 13.4.1) the messages app puts up a warning "iMessage is signed out". If the user goes to the settings app > messages then the iMessage toggle is off and greyed out. The only way to get it fixed seems to be to remove the restrictions profile, toggle the option back on and then put the restrictions profile back on, not something we can do to 600 devices!

Anyone else come across this and have a better solution?
