device enrollment error for new and existing users

Our new and existing users are having an issue enrolling new devices.  The message that they are receiving is 'Your account is not allowed to enroll:  Please contact your system administrator. ?? An unexpected error occurred'.

I have checked the configuration against the knowledge based article.  

The last thing that was done is that our APN certificate had expired, and this was corrected last week.  Prior to the APN certificate replacement, users were able to enroll.

Any assistance would be appreciated.

During the time the APN certificate was expired, many of our devices were not reporting into the console.  Once I updated the certificate, the majority of those not reporting are reporting into the console now.
