According to https://docs.vmware.com/en/VMware-Workspace-ONE-UEM/services/GUID-AWT-FREESTYLE-ORCHESTRATOR.pdf Workspace ONE UEM version 2010 or later is needed. ==> we have SaaS version 21.2.0.5 (2102)
According to https://www.vmware.com/content/dam/digitalmarketing/vmware/en/pdf/products/workspace-one/workspace-o... Freestyle Orchestrator is available for all versions

Why do I not see the FReestyle Orchestrator Dashboard?

Freestyle Orchestrator is not GA yet.

How do I get access to the Tech Preview for Freestyle Orchestrator? 
Freestyle Orchestrator is in Tech Preview and will be available for customers to test in their SaaS UAT tenants in one of the following environments CN135, CN137, and CN138 after October 12th, 2020. If you are an existing customer and do not currently have a tenant in one of these environments, reach out to your account team to request one. 

When will Freestyle Orchestrator be available? 
Tentative Availability 

• Q3’2021 Available to Shared SaaS and Dedicated SaaS customers
• Q4’2021 Available to On-premise customer
