Windows 2004 Reports "Device Registration is Incomplete" after enrollment

After I perform what appears to be a successful enrollment from a Windows 2004 machine, from a silent install of the Intelligent Hub Client.  I will get a windows notification stating Device Registration is Incomplete.  After a reboot the Intelligent Hub will launch and ask me to basically enroll.  I just hit cancel, but it's continuous.  When I check the hub status and the consoles, the device looks enrolled and ok.  Profiles and applications are sent to the machine as well.

Using Intelligent Hub 20.11

Also is there a command or switch to use during the silent install to hide the Hub icon on the taskbar?

The enrollment issue has been resolved.  Removed a switch command from my batch enrollment file that will not prompt for a user to log into WS1 after the staging user has enrolled the machine.
