WS1 - Exchange direct mode - after sync mailbox all device individual/blocked

Hi,

I have a problem with direct connection to exchange. I have two environments. Exchange online and Exchange 2016 on-premise. I can see the mobile device in the console. Some are compliant, some are not. That's fine. If I have all the compliance rules turned off and run Mailbox Sync, everything goes fine. If I turn on the Managed Device only compliance rule, the problem starts. If I try mailbox sync from exchange, it completely sets all devices as individual/blocked. It doesn't matter if I have a global rule on exchange to allow everything or quarantine. Does anyone know where the problem might be?
