Users not getting passcode reset prompt?

Hi, we recently reset passcodes for our users but they are having to call us to help reset or they got locked out. When they try to connect but fail they are not being prompted  so eventually they are locked out.

Is there a way to force a prompt?

Are you referring to device passcodes?
