Remove passcode offline iPad

I have an iPad on IOS 13 that seems to be offline and has an unknown passcode set, I've tried the clear pass code option in the MDM but since it's offline it is not helping any.

 

Is there any other way for me to clear this?

only if you have sim slot and sim card without pin. Your device must receive commands from you environment.

If you don't block USB gadgets thru the lightning port you should also be able to use a lightning to network adapter to connect to wired network

You can always use Recovery Mode to restore the iPad. That will of course erase everything but will get it going again. https://support.apple.com/en-us/HT201263

We have our field technicians perform a factory reset using Recovery Mode and iTunes on their laptops. As someone else mentioned this does wipe out everything on the device, but it is sometimes the only way to get the device back online in a situation where the PIN has been forgotten.
