MacOS Passcode Policy

When assigning a MacOS passcode policy, will it always force the user to change their current password?  I have found that every time I assign/re-install/modify a MacOS passcode policy that it immediately forces the user to change their password even if it meets all of the requirements defined in the policy.  This is a pain for new device enrollment, and I would like to know if this is just something we have to live with or not.

Answering my own question...  The setting ' Devices & Users > Apple macOS > Intelligent Hub Settings > Password Enforcement > Disabled'  stopped the force change of password on macOS devices.
