Limiting Apps to WIFI only

Hello,

In an effort to reduce cellular data usage, I have been working on a way to limit video and audio streaming apps to WIFI access only. 

I have 'purchased' a number of these apps via Volume Purchase Program and I have assigned them to all users with the following settings:

Assignment Type - On Demand

Make App MDM Managed if User Installed : Enabled

After that I created a profile that has a Network Usage Rule for each app that :

Turn off 'Allow Cellular Data' and 'Data Usage while Roaming'

This profile is also deployed to all user's devices. 

This works pretty well for Supervised devices.  

Here's the problem I am having :

Several user's devices are not receiving all the setting correctly. 

Some users have installed one or more of these apps and when I check their devices, I can see that the app is installed. 

However, the app is not managed.  Instead, it shows an Installation Status of 'Not Reported'.  And of course, since it is not managed, the profile doesn't stop them from using cellular data.

I have been able to select the option to install the app again from the console and this sometimes will put the app in a managed status.  Sometimes not.

Has anyone had any success with limiting apps to WIFI only? 

Is there a solution to the problem I am seeing or a better way to get the same result?
