Launcher is asking for "Appear on Top Permission". After turning on toggle switch nothing happens

Android 7.1: Launcher is asking for "Appear on Top Permission". After turning on toggle switch to allow permission nothing happens. Stuck in settings menu. You can go back but it ask the press continue and allow "Appear on Top Permission" (Which is already on). I've tried restarting Tablet, Cleared data and cache, removed Launcher profile and re-added it. No Change. Also, Hub App will not launch either. Run similar step on it as well.

Created a "Custom" Profile" and added this line:

<characteristic type="com.airwatch.android.androidwork.launcher" uuid="568bc89d-1df8-4ce9-a041-e5a24acdb7ec"><parm name="SkipOverlayPermissionScreen" value="True"/></characteristic>

Assigned that to the group effected (Make sure they all installed the new custom profile)

Sync each device 

If that still doesn't work re-install launcher. This is what fixed it for us.
